Evidence into access. Access into impact.
Turning evidence into stronger access and public systems.
GEMBA is a practitioner-led public health and development organisation established to help institutions turn evidence into practical, community-rooted action. We connect public health, research, strategic communication, governance and field-ready implementation.
A public-purpose organisation
GEMBA Access and Impact Foundation is a practitioner-led Section 8 not-for-profit established to strengthen public systems through evidence-based, community-rooted approaches across health, nutrition, governance and social development.

Why GEMBA
Good policy needs a workable path to the frontline.
Policy intent, evidence and sound programme design do not always translate into coordinated workflows, accessible communication or services that people can use. Gaps can emerge between strategy and execution, systems and people, and data and decisions.
GEMBA was established to help bridge these gaps. We bring research, programme thinking, strategic communication, governance and field operations into one connected approach, grounded in how institutions, frontline teams and communities actually work.
What we do
Connected capabilities for practical delivery.
Public challenges rarely sit within one discipline. GEMBA brings together five complementary areas of support that can be shaped around an institution's context and requirement.
Public Health & Health Systems
Support health-system strengthening, programme design and access-oriented solutions through context-responsive technical and systems thinking.
Research, Assessments & Evidence
Generate and translate evidence through primary and secondary research, field studies, assessments and implementation-focused learning.
SBCC & Strategic Communication
Connect behavioural insight with communication strategy, IEC and SBCC design, campaigns, documentation and knowledge products that people can understand and use.
Governance & Digital Transformation
Examine governance arrangements, workflows and digital adoption to support stakeholder alignment, institutional learning and practical change.
Programme Implementation & Field Operations
Translate approved programme designs into field-ready plans through team coordination, quality assurance, capacity building and monitoring support.
Our approach
A practical path from context to action.
Our approach is collaborative, evidence-informed and designed to work with existing systems. It can be adapted to the institution, programme and place.
- Step 01
Understand the context
Listen to institutions, frontline teams and communities; map the need, the system and the operating reality.
- Step 02
Generate and interpret evidence
Bring together available data, research and field insight to clarify the problem and the choices ahead.
- Step 03
Co-design practical action
Shape solutions with the people responsible for decisions, delivery and use.
- Step 04
Support implementation
Translate the agreed direction into usable plans, workflows, communication and coordination.
- Step 05
Learn and adapt
Review what is working, identify constraints and refine the approach as implementation evolves.
What shapes our work
Designed around the realities of public systems.
GEMBA's way of working reflects the complementary professional experience of its leadership and four clear operating principles.
Practitioner-led
Leadership experience across research, field operations, strategic communication, governance and programme support informs how we understand institutional challenges.
Cross-functional
Evidence, systems thinking, communication and implementation are treated as parts of one connected delivery challenge.
System-aligned
Support is designed to work with existing public and frontline structures rather than create unnecessary parallel mechanisms.
Human-centred
The needs and realities of institutions, frontline workers and communities are considered when shaping practical action.
Practitioner-led
Complementary experience across systems and the field.
