GEMBA is led by Amit Rakesh Dubey and Dr Shweta Richa, Directors whose complementary professional experience spans public health, research, field operations, governance, strategic communication, media, technology and multi-stakeholder programme support.

Their shared perspective connects institutional strategy with the realities of implementation - helping GEMBA approach public-purpose challenges through evidence, communication, systems thinking and grounded programme support.

Amit and Dr Shweta share responsibility for GEMBA's purpose, governance and institutional development. Their areas of focus are complementary rather than separate silos.

Amit's focus brings together strategy, partnerships, operations, governance and communication. Dr Shweta's focus brings together public health, research, programme design, field operations and health-systems thinking.

Together, they guide an approach that considers what institutions need to decide, what frontline teams need to deliver and what communities need to access and use.

Amit Rakesh Dubey | Director

Amit brings 15 years of experience across development, governance, strategic communication, media and technology, with a strong focus on public-system communication, stakeholder engagement and implementation support.

His professional experience includes leading communications and IEC support for disaster-management work with the Government of Maharashtra through Palladium India. Earlier, he served as State Consultant - Media, Communications & Documentation with UNICEF Bihar, supporting Nutrition, Early Childhood Development and Anaemia Mukt Bharat, and as Communications Lead for Swasti's Bhopal Healthy City Program.

Amit has also contributed to public-policy and digital-governance evaluation through the NeVA study in Bihar and brings a decade of earlier media experience spanning content, campaigns, digital platforms, team management and engagement with public institutions.

His work connects strategy with usable communication, operational coordination and the practical demands of public-facing programmes.

Dr Shweta Richa | Director

Dr Shweta brings more than eight years of public-health and healthcare experience across research, multi-district field operations, health systems, programme design, community engagement and governance evaluation.

As Medical Officer for the ICMR-NIN Diet and Biomarker Survey in Bihar, she led field operations across six districts, coordinating with government stakeholders, ICDS functionaries, Anganwadi Workers and ASHAs while supporting data quality and field-level assurance.

Her experience also includes the NeVA digital-governance evaluation involving NITI Aayog, GRAAM and Bihar's legislative institutions; health-consulting work with Swasti's Bhopal Healthy City Program; and health-systems and tribal-health research with the State Health Resource Centre-AIGGPA in Madhya Pradesh.

She currently contributes to health-systems strengthening and digital-health strategy through AMRA Advisory, bringing a systems perspective to programme design, research and implementation planning.
